Parliamentary answers reveal a compliance blind spot: 216 of 257 municipalities have not registered in-house security with PSiRA, and no one knows how many unregistered officers they employ.

Only 41 of South Africa's 257 municipalities have registered their in-house security providers with PSiRA, ProtectionWeb reported in January 2025, citing parliamentary questions answered by Police Minister Senzo Mchunu.

Comprehensive data on unregistered security companies and officers operating within municipalities is unavailable, as PSiRA only maintains statistics on registered providers, and can provide information on unregistered providers only once they have been criminally charged.

Municipalities that outsource their entire security function to private companies are not required to register as in-house security service providers.

PSiRA is collaborating with the South African Local Government Association (SALGA) to gather comprehensive data on security personnel and businesses in municipalities, has launched awareness campaigns targeting municipalities, and conducts regular inspections, taking action when violations are detected.

"The full list of municipalities that employ unregistered security officers, along with the total number of unregistered officers and the duration of their unregistered status, is currently unavailable," Mchunu said in his reply.
